It mostly started from protesters that rallied against them. Security would kill anyone there that did go over limits. The military kept spreading and eventually took control over Libya. Their leader Gadhafi claimed that he was only executing al Qaeda and not civilians. The conflict is mostly an accident because they thought they were just killing civilians and not al Qaeda.
